About personal ID

In the case of sending and receiving money, it is necessary to present original copies of the following valid, government-issued photographic identification documents. This is to confirm your name, current address and date of birth.
Note: Japanese customers are also required to write their names in English characters when sending / receiving money. Please make sure the correct spelling of your name in advance.

Request to additionally submit “Individual Number (My Number)”
As you are aware, Individual Numbers will be used nationwide from January 1st, 2016.
Foreign remittance service providers like Western Union are required under the “Act on Submission of Statement of Overseas Wire Transfers for Purpose of Securing Proper Domestic Taxation” to collect customer Individual Numbers at the time of transacting.
From January 1st 2016, we request that customers bring evidence of their original Individual Number with them to be recorded in the money transfer application form. Customers should explain that they have not been notified of their Individual Number before a transaction if that is the case.
The Individual Number requirement is in addition to providing another form of government--‐ issued photo identification for transactional purposes. Customers are therefore required to provide (i) evidence of their Individual Number, and (ii) another form of identification, when sending or receiving money.

Japanese customers

Please present any one of the following documents.

  1. Japanese driver’s license.
  2. Passport (you will need to write, in ball pen, fountain pen or writing materials that cannot be erased, details of your address. If not, please bring one of the auxiliary documents listed below.)
  3. A type of Health Insurance card (We must please ask however that you also bring one of the auxiliary documents listed below.)
  4. Resident Registration Certificate Card (“Jyumin Kihon Daicho Card”)
  5. Handicapped Person’s Book (“Shintaishashougai Techo”)
Auxiliary documents(The address given is somewhere in Japan.)
  • National tax, local tax or vehicle tax receipt (from within the last 6 months)
  • Certificate of residence (from within the last 6 months)
  • Certificate of Seal Registration (“Inkan Shoumeisho “) issued within the last 6 months

Foreign customers

For foreign travellers

For foreign travellers who have been given permission to disembark and stay in Japan for up to 90 days, please present your passport.
Current Certificate of Elian Registration (CAR, “Gaikokujin Tourokushoumeisho”) will be replaced by “Zairyu Card” effective July 9, 2012. At the time of July 9, 2012, the current CAR will be considered to be “Zairyu Card” for certain period of time(maximum until July 8, 2015).

For Foreign residents in Japan.

For foreigners for whom a stay in Japan for over 90 days has been approved, please present your foreigner registration card. It is necessary for the foreigner registration card to fulfil the following conditions.

  1. It is within the expiration date.
  2. The address given is somewhere in Japan.
  3. Any changes or extensions to the registration are appropriate.
  4. The full name is written in roman characters (romaji).

If the foreigner registration card does not meet all of the above conditions, then your identity cannot be verified and the collection of the money will be refused.
Still, if condition number 4 is not met and the full name cannot be checked in romaji, please submit one of the following auxiliary documents.

  • Passport
  • Japanese driver’s license or health insurance card
  • National pension certificate
  • Certificate of residence (from within the last 6 months)
  • National tax, local tax or vehicle tax receipt (from within the last 6 months)
Other
  • Foreign employees working in embassies in Japan should present an identification card issued by the Ministry of Foreign Affairs.
  • Foreign dignitaries staying with the purpose of diplomatic or government work should present their passport along with their official identity certificate. In the passport something that proves permission to stay in Japan to perform a public task is required as well as an address in the stated official identity certificate.
  • Those working in US armed forces bases, according to the Japan-America Status of Forces Agreement, should submit their United States government-issued photographic certificate of identity.
  • Sailors should submit a photographic certificate of identification issued by the country with which the corresponding ship is registered.

Important points

  1. If your full name is not written in roman characters on your foreigner registration card and , in order to confirm your identity we ask that you also submit passport or one of the auxiliary documents listed below in point 2.
  2. If your address is not stated on your personal identification documents, then please submit one of the auxiliary documents listed below.
    • National tax, local tax or vehicle tax receipt (from within the last 6 months)
    • Certificate of residence
    • A type of Health Insurance card
    • National pension certificate
    • A document issued by the government administrative office.
    • A document issued by a foreign government or international organization (driver’s license, Social Security card etc.)
